This session will introduce innovative value-base and best practices concepts/strategies in the delivery of construction/maintenance/other services.    Most procurement processes transfer risk from one party to another and do not actually reduce or minimize it.  Often times, the government personnel can not predict if the contractor/service provider will perform (on-time, within budget, and high quality).  Specifications do not always guarantee the performance of the contractors selected.  Instead specifications or minimum standards actually forces contractors to lower their level of quality.   Contractors are only meeting the standard not performing above it.   Wouldn’t it be beneficial to know the risks before selecting the contractor/vendor and not after a problem occurs?

A research group of best value procurement methods at Arizona State University has proven results (98% successes) on performance-based delivery of vendor/contractor services.  This is one of the few documented processes that bring better value for the government agency.   Learn how to use best-value concepts to procure contractors, vendors, and systems that cost less and result in higher performance (finish on time, no change orders, and with very high quality) even in a price based environment.

ABOUT THE SPEAKER

Dr. Kashiwagi is the Director of the Performance Based Studies Research Group (PBSRG,) a research group of best value procurement methods at Arizona State University.  Dean is one of the foremost experts in optimizing construction performance.  He has performed over $5.5M in research ($296M projects procured) over the past 13 years, testing state of the art processes in over 420+ tests.  Kashiwagi is also an accomplished author in the topic (over 100 articles).
